A furious farmer confronted Michael McCormack outside Parliament this morning and told him 'you're useless'.

John Russell, from Kyabram in northern Victoria, said the Deputy Prime Minister was not doing enough to alleviate the crippling drought.

He was among dozens of farmers who gathered outside Parliament to urge the government to scrap the Murray-Darling Basin plan which caps the amount of water that can be taken from the river system.

Mr McCormack went out to meet the protesters when he was faced with a furious Mr Russell.

The Nationals leader said farmers are struggling due to a lack of rain - but Mr Russell insisted the management of water is the issue.

'Don't give us that bulls***. We've lived with that for all our life. We know what rain is, and we know what irrigation water is,' he said.

'But when it rains, there's always more water,' Mr McCormack replied.

'Yes we understand that. No that bulls*** doesn't wash,' Mr Russell responded.

The farmer said water entitlements should never have been taken away with water buybacks that began under Labor in 2008.

'The buybacks shouldn't have happened in the first place,' Mr Russell said before Mr McCormack replied: 'I appreciate that. We weren't in government when that happened.'

'Yes, I know, but – you could walk up there tomorrow and tell the Liberal Party, 'we're crossing the floor, your government's stuffed, do something.' You could do that tomorrow,' Mr Russell insisted.

'The National Party's not going to exist after the next election unless you grow some spine and stand up. Where's the passion? I haven't seen any passion from you, you're like a poker player.

Mr Russell then personally criticised Mr McCormack and said he wanted him to yell more in Parliament.

'Get up there and say, 'This is not f****** good enough.' Get angry!

'Show some passion. Where's your passion?'

Mr McCormack replied: 'I'm pretty passionate, don't worry about that.'

'You're not showing it. You're useless,' Mr Russell said.

'Barnaby was the only bloke who came down here yesterday. He had some spine.'
