U.S. confirms Canada-U.S. border deal was reached a year ago
"The reason it could not be announced is because there is a complex regulatory review," said U.S. Ambassador to Canada David Cohen of the newly implemented bilateral border pact. "It couldn't be implemented until that review had been completed."
