Cross-border travel still a problem in Jays' proposal to play in Toronto

Dr. Howard Njoo says the Toronto Blue Jays have tightened up a promise to keep players in a safety bubble so they can play games at home in the Rogers Centre, but federal authorities are still concerned. The team would still travel to the United States for away games and American teams in COVID-19-stricken cities would arrive regularly in Toronto.
