Kids looking to cool off this summer at the pool or beach may face disappointment as the country grapples with a major lifeguard shortage. Swim instructors have also become hard to come by. It's all a byproduct of the pandemic and as Heather Yourex-West explains, with pools open again and kids eager to learn swimming skills, municipalities are scrambling to cope.
