Negative rates are off the table for the Fed: Economist

Randy Kroszner of the University of Chicago Booth School of Business, a former Governor of the Federal Reserve, expects an upgrade from the Fed's forecast, with a smaller contraction for the year, lower unemployment rate and inflation below the target level. He adds that the Fed does not have the tools to drive economic recovery, and the onus is on Congress to take fiscal policy action.
