Prisoner swap: Viktor Bout 'involved with some of the most egregious criminal regimes in the world'
The Kremlin said on Friday that the prisoner exchange deal to swap Russian arms dealer Viktor Bout for U.S. basketball star Brittney Griner should not be seen as a step towards improving bilateral relations between Moscow and Washington, Russian state news agencies reported. Joining FRANCE 24 for further analysis is Dr. Samuel Ramani, Associate Fellow at the Royal United Services Institute (RUSI) and Tutor of Politics and International Relations at the University of Oxford. Prisoner exchange: Dr. Ramani describes the Russian arms dealer as a "very notorious character who operated and profited from the anarachy and chaos of Russian security policy during the transition from Communism."
