Prime Minister Bill English is praising Judith Collins' ability and denies he demoted her in Sunday's reshuffle.

Ms Collins lost her police and corrections portfolios and slipped two places in the cabinet rankings.

She's been given the relatively low profile portfolios of revenue, energy and resources and ethnic communities.

Mr English says Ms Collins has commercial experience and she's going to be overseeing IRD's billion dollar transformation.

"That's going to affect every household and business in the country," he said on RNZ on Monday.

"It's very important it goes well.

"And she's handled ethnic affairs in the past and done a great job."

Mr English says her change in the rankings - she's down to 16th in the cabinet - is the inevitable result of others moving up.

"I wouldn't get too focused on the rankings... when middle people are going up they can't all stay on the same level."

Ms Collins won't be interviewed and hasn't issued a statement.
