The millionaire economist and philanthropist announced on Friday he was launching the Opportunities Party, which he said would promote fairness, reduced poverty, housing affordability, environmental sustainability and national pride.

He'll start rolling out policies in January.

"I think I know Gareth pretty well, I've seen him around the traps over the years," Mr Key told reporters on Monday.

"I just think he loves being controversial, everything he does is pretty controversial.

"He's going to come out and say some incredibly radical things, and that's good, but let's see whether the cat lovers of New Zealand want to embrace Gareth with both arms."

Mr Key was referring to Mr Morgan's recent anti-cat campaign, which provoked outrage among cat lovers.

Mr Morgan says his party will be list only, which means it will have to win five per cent of the vote to get seats in parliament.

Mr Key says that's going to be "really challenging - you can't just throw money at it".
