Prime Minister Bill English is still undecided about whether he'll go to the treaty grounds next Waitangi Day.

Mr English didn't go in February because organisers said he wouldn't be able to speak on Te Tii Marae.

The government was represented by senior ministers and Mr English met iwi leaders at Waitangi before going on to celebrations elsewhere in the country.

"Let's see where the discussions go," he told reporters on Tuesday.

"Given the history of the organisation there, they will need to look pretty convincing that there is proper control of the ceremonies."

Mr English said Waitangi Day should be organised "in a way that makes New Zealanders proud of their country and their national day".
