Vladimir Putin isn't ready to admit there was state-sponsored doping in Russia but he is implementing a new anti-doping system.

Russian President Vladimir Putin has responded to several of the country's athletes being suspended for doping by pledging to install a modern anti-doping system.

"The programme will be ready in the coming year," Putin said Thursday at the Kremlin in his annual address to the nation.

But he continued to deny the existence of a state-sponsored doping system as alleged by the World Anti-Doping Agency's independent investigator Richard McLaren.

Though Russia was not given a blanket ban from the recent Rio Olympic Games, several of its athletes were unable to compete.

Putin spoke of a "so-called doping scandal" which he suggested was part of a campaign against Russia.
