WHAT'S IN THIS YEAR'S BUDGET?

* Net new operating spending in the budget of $1.6b a year

* Forecast surplus of $6.7b in 2019/20 - could mean there's enough in the coffers for future tax cuts

* $2.2b investment in the health sector - includes more money for DHBs, Pharmac and the roll-out of a national bowel cancer screening programme

* $100m to continue opening up vacant Crown land in Auckland for housing developments

* $200m for at least 750 more social housing places in Auckland, and to meet the rising cost of social housing rents.

* $41m for emergency housing

* $1.44b investment in education - more for early childhood education and targeted funding for children most at risk of under-achievement

* Confirmation of a 10 per cent increase to the tax on tobacco each year for the next four years

* $761m "Innovative New Zealand" package - includes funding for science and innovation, tertiary education, and regional economic development

* $837m for the justice sector, including more money for police and Corrections

* $179m for New Zealand's spy agencies and $301m for the Defence Force
