US President Donald Trump says he backs NATO but has told Congress its members must meet their financial obligations.

US President Donald Trump has voiced support for the NATO alliance but says its members must meet financial obligations on military spending.

"We strongly support NATO, an alliance forged through the bonds of two World Wars that dethroned fascism, and a Cold War that defeated communism," Trump told Congress on Tuesday night.

He said allies "are beginning to" meet their financial obligations and called on partners in NATO as well as the rest of the world "to take a direct and meaningful role in both strategic and military operations, and pay their fair share of the cost".
