Radradra has strict travel restrictions and had his passport confiscated after he failed to appear in court on domestic violence charges, meaning the winger will have to apply to the courts for permission.

The Eels line-up is yet to be announced, but Radadra is expected to play a role after proving his worth in the shorter form in previous years.

Eels chief executive Bernie Gurr said the final decision was up to Brad Arthur.

"Semi's got other issues at the moment, and it probably will be an issue for Brad to work out," Gurr told Fairfax Media .

"Firstly, it will depend on whether he wants him to go and, secondly, whether he can go for legal reasons."

The Eels were stripped of the title last year after knocking off the home favourites and will be looking at taking another strong side across the Tasman.

"My view is, if you're going to participate in any competition, you have to put your best foot forward," Gurr said.

"We'll be taking it very seriously. Brad is closer to what the playing roster and staff will look like.''

The tournament will take place on 4th and 5th February.
