The Daily Telegraph is reporting the Kangaroos and Blues back is set to sign a $4 million four-year deal with the Sharks after the Dragons failed to fork out the cash for his high pricetag.

The Dragons recently admitted they had lost the battle for his signature and their $700,000 a year offer wasn't enough to compete.

"We’ve been in negotiations since November last year so it’s been an ongoing process but we’ve been advised by his management that they’ve got a rival club that has made a significant offer," Millward told the club's website.

"We had a clear message between both parties that we will keep each other open in all communications if we have a change of plans or they have a change of plans or they had a better offer than what was on the table from us.

"They are very high expectations for us to meet over the length of the contract and the salary and we aren’t in a position at the moment to meet those high expectations."

Dugan will likely play at right centre to fill the void of Brisbane-bound Jack Bird.

St George Illawarra juniors Matt Dufty or Jai Field are tipped to fill his shoes.

The Dragons offered the 27-year-old a lifeline in 2013 after the Raiders terminated his contract, but it seems money is worth more than loyalty nowadays.
