NSW Opposition Leader Luke Foley says Premier Mike Baird's decision making has shown his "true colours" and "stubborn approach".

Mr Foley used an address to the Labor Party caucus seminar in Wollongong on Sunday to reiterate the importance of earning the trust of the public.

"It's the arrogance and high handedness of Mr Baird and his government that is now the dominant narrative of NSW politics," he said.

Mr Foley referred to Mr Baird's approach to local government amalgamations, banning greyhound racing and "sneak" decision to privatise regional hospitals as "arrogant".

"Mr Baird is cocooned in the Premier's office in Sydney CBD. He is deaf to community concerns; he won't bother listening to people in Wollongong, in Canterbury or in Orange".

He said earning the trust of the public would be crucial in separating NSW Labor from the "authoritarian decision making" of the Baird government.
