Foreign Affairs Minister Julie Bishop has offered "deepest condolences" to the loved ones of those killed during a blast in the Philippines while also cautioning Australian travellers.

Ms Bishop has told Australians to "exercise heightened vigilance" in Davao after 14 people were killed in a bomb attack at a night market.

"Australia remains steadfast in our support for the Philippines in response to terrorism, and stands ready to offer any assistance," she said in a statement on Saturday evening after Philippine authorities declared a state of lawlessness in the country.
