Man wanted over Vic halfway house murder

Melbourne man Earl Jones is wanted by police following the murder of a 45-year-old man in a halfway house.

Victoria Police are urging the 29-year-old from St Kilda to hand himself in.

He is described as being 175 centimetres tall with a medium build, dark hair and brown eyes.

Emergency services were called to The Regal apartment block in St Kilda just after 5am on Monday by a neighbour who heard yelling between two men.

Detective Inspector Mick Hughes said the 45-year-old victim, who lived alone, sustained fatal injuries during the attack.

He would not comment on the type of weapon used, except to say it was not a gun.

"It's definitely a targeted attack," Det Insp Hughes told reporters in St Kilda.

"The motive could be relationship-based but at this early stage we're not sure."

Detectives blocked off the rubbish-lined street and spoke to residents in nearby rooming houses as they searched for clues.

Forensic investigators - some carrying brown paper evidence bags - walked in and out of the apartment block throughout Monday morning.

They found an item that may have been the murder weapon, but will wait for a post-mortem report before confirming it.

Neighbours say there is often a heavy police presence in the laneway which is frequented by drug users and sex workers.

"It's pretty bad at night," a local man told AAP.

Another said he did his best to avoid the area late at night and he used his scooter to "speed through" the laneway when travelling to and from his home.

The Regal is a community-managed rooming house run by the Port Phillip Housing Association.

Police believe the killer is not a resident of The Regal.
