Communications Minister Mitch Fifield says he's had good discussions with Labor on media reform laws and hopes for a vote in parliament before the year's end.

Earlier this month, the government reintroduced its draft laws which scrap the rule that prevents a company controlling more than two of the three media types in an area, and prohibit a proprietor from controlling a TV licence reaching more than 75 per cent of the population.

Senator Fifield told Sky News on Wednesday he was working constructively with his Labor shadow Michelle Rowland, particularly on the "reach" rule, but noted the opposition was reserving its position on the "two out of three" rule change.
