MELBOURNE'S ANTI-TERROR RAIDS:

THE PLAN

* Plotters allegedly planned to use weapons and an improvised explosive device in an attack in Melbourne's CBD on Christmas Day.

THE TARGET

* Police say Flinders Street Station, Federation Square and St Paul's Cathedral were the likely targets.

THE RAIDS

* Heavily armed police raided homes in Meadow Heights, Dallas, Campbellfield, Flemington and Gladstone Park.

CHARGES

* A 24-year-old man from Meadow Heights, a 26-year-old man from Dallas, a 22-year-old man from Campbellfield and a 21-year-old man from Flemington were charged. Three appeared in court on Friday with the fourth to appear on Friday night.

* Charge sheets allege they engaged in preparatory acts between December 1 and December 22.

* They were remanded to reappear in court on April 28.

* A 21-year-old man from Gladstone Park and a 20-year-old woman and a 26-year-old man, both from Meadow Heights, were arrested but later released without charge.

CONCERNS

* "A substantial number of people could have been injured in the attack, from what we've seen. Certainly potential for quite a number of people to be injured or killed in this attack." - Victoria Police Chief Commissioner Graham Ashton

* "In terms of events that we have seen over the past few years in Australia, this certainly concerns me more than any other event that I've seen." - Australian Federal Police Commissioner Andrew Colvin
