Prime Minister Malcolm Turnbull says he will soon meet with Labor Leader Bill Shorten to discuss the progress of the referendum on indigenous recognition in the constitution, but concedes it is a difficult task.

"Changing the constitution is not for the faint-hearted, it is very hard. The last evenly mildly controversial referendum that was successful in Australia was in 1946," Mr Turnbull told ABC radio on Monday.

He said to change the constitution you have got to be very careful not to over complicate it or create an environment where the very high level of consenus you need is chipped away.
