A man is on the run and three people have been arrested after a police car was rammed during a bungled theft in Melbourne.

The group was allegedly attempting to steal from a car in Coburg after 11am on Tuesday, before police arrived.

Some of the offenders fled on foot, while one jumped into a car and rammed police before driving off, police say.

The car was later found smashed into a tree in Pascoe Vale, with the offender running from the scene.

A 17-year-old woman and two men were arrested and are set to be charged with theft from a motor vehicle and drug offences.

The driver remains at large.

This is the third police car to be rammed in 10 days.

Police Minister Lisa Neville said on Monday ramming incidents jumped from 36 in 2014 to 103 in the 12 months to September.

She said police are looking at operational changes to tackle the spike.
