NSW Energy Minister Anthony Roberts is calling on his federal Liberal colleagues to have an "adult discussion" about the energy market insisting an emissions intensity scheme should not be ruled out.

Prime Minister Malcolm Turnbull has repeatedly ruled out the option after revelations it was being looked at as part of the federal government's climate change policy review sparked outrage among backbenchers.

Mr Roberts, speaking after a COAG meeting of energy ministers in Melbourne on Wednesday, said everything should be on the table.

"This is not a time to exclude anything from discussions about how best we can manage the grid, how best we can actually meet the Paris agreement targets," he told Sky News.

"To not actually include things in discussion, I've got to say it does the grid and does the debate a disservice.

"I don't think anything should be ruled out - we need to have, quite frankly, adult discussions."

Mr Roberts says an emissions intensity scheme was not discussed at Wednesday's meeting.
