Qld MP Mark Ryan the winner in reshuffle

Morayfield MP Mark Ryan has emerged the major winner in Queensland Premier Annastacia Palaszczuk's minor cabinet reshuffle.

Ms Palaszczuk was on the hunt for a new agriculture minister after Bundaberg MP Leanne Donaldson resigned last week over a series of unpaid bills and driving an unregistered vehicle.

Mr Ryan, a former solicitor, has become the state's third police minister in 12 months.

"It's a big job but I'm up for it," he said after being sworn in at Government House on Friday.

Former police minister Bill Byrne was moved back to the agriculture ministry he served in until last year, however Ms Palaszczuk denied his switch constituted a demotion.

"Not at all," she said.

"Bill Byrne retains his seniority and agriculture is a very important industry in this state."

Jo-Ann Miller, who resigned as police minister last December, was overlooked despite last week saying the cabinet table needed her experience and "skills".

Gladstone MP Glenn Butcher and Ipswich MP Jennifer Howard were also awarded positions in the outer ministry.
