A man remains in hospital after allegedly being beaten with a shovel during an armed robbery in Victoria.

The victim, aged 20, was confronted by two men as he walked in Ballarat on Tuesday, police said.

He was beaten with the shovel and robbed of his wallet and mobile phone before the offenders left.

The victim's upper body injuries were so serious he had to be moved from Ballarat Base Hospital to the Royal Melbourne Hospital, where he remains in a stable condition on Wednesday.

Two people, a 25-year-old Ballarat man and a 16-year-old youth have been charged with armed robbery.

The 25-year-old is expected to face the Ballarat Magistrates' Court December 1, while the teenager will face a children's court at a later date.
