A teenager has been charged over an alleged beachside hit-and-run on Victoria's Phillip Island that left another teen injured and unconscious.

The 18-year-old victim was knocked over by a four-wheel drive as he walked along the edge of a beachside road about 3.35am on Friday, police say.

The driver allegedly didn't stop on The Esplanade in Cowes, but was intercepted and arrested just after 4am on the Bass Highway, more than 20km away.

The victim, from Cowes, was flown to The Alfred hospital in Melbourne in a stable condition.

The 19-year-old Morwell man was charged with offences including negligently causing serious injury, dangerous driving causing serious injury, reckless conduct, failing to report a collision and drink driving.

Phillip Island is a popular destination for schoolies in Victoria.
