Bautista misused funds for victims of human rights violations, wife’s lawyer says

Commission on Elections (Comelec) chairman Andres Bautista allegedly misappropriated funds supposedly allocated for the victims of atrocities during the martial law, his estranged wife's lawyer said on Tuesday.

Bautista was the chairman of the Presidential Commission on Good Government (PCGG) before being appointed to the Comelec.

"We also have [information] that apart from the anomalies committed in the [Comelec], there are likewise anomalies committed in the PCGG when Chairman Andy... was chairman," said Attorney Lorna Kapunan, the lawyer of Bautista's estranged wife Patricia.

Kapunan made the disclosure a day before the House Committee on Justice starts its hearing on the impeachment complaint filed against Bautista.

“And sadly, as we face September 21, which is in commemoration of martial law, this points to use of the funds for martial law victims that should be used for them — they have also been misused or misappropriated by Chairman Bautista," Kapunan said.

“The reason we mention it is September 21 has been declared as memory of martial law victims," she added.

President Rodrigo Duterte had declared the date marking the 45th Martial Law anniversary as a as "a day of protest".

“Unfortunately, they will not be receiving the funds because Andy Bautista already misappropriated...or dealt with the funds...in a fashion with NBI (National Bureau of Investigation), I'm sure," Kapunan said.

Kapunan clarified that Patricia had no personal knowledge about the PCGG irreShe reiterated that Mrs. Bautista, nor her camp, were personally involved with the Marcos family.

'A blatant lie'

Bautista dismissed the allegation as a 'blatant lie.'

"The allegation that I misappropriated the funds intended for the martial law victims is a vicious lie," Bautista said in a text message to GMA News Online.

"In fact, we recovered the most (76 billion if I recall) from 2010 to 2015 in PCGG's 30 year history and we were even awarded as the best performing agency under the Department of Justice family for three straight years 2012-2014," he added.

The chairman is facing an impeachment complaint that stemmed from his alleged failure to declare over P1.2 billion of wealth on his Statement of Assets, Liabilities and Net worth for 2016.

Patricia bared records of her husband's supposed 'unexplained' wealth to President Rodrigo Duterte, who then ordered the NBI to conduct the investigation. —NB, GMA News
