Supporters of those filing their certificates of candidacy (COCs) have also swarmed the Commission on Elections (Comelec) office in Manila on Thursday, and according to the agency's spokesman James Jimenez, their gestures are still "dignified."

Jimenez told reporters that they will not prohibit the programs of supporters as long these will be orderly conducted.

"Bakit naman natin pagbabawalan? Hindi naman naaapektuhan 'yung proseso natin...Kung gaano man kaingay ito, hindi naman naapektuhan 'yung proseso natin, 'yung proseso, madali pa rin sa kandidato... maayos pa rin," Jimenez said.

"I think we will tolerate 'yung ganito, 'wag lang siyang maging farce, 'wag lang maging disorderly to the point na hindi na siya expression ng will. Kung ganito naman, nageexpress lang sila medyo maingay lang, that's dignified enough so we don't... we're not gonna prevent this muna," he added.

On Wednesday, Jimenez urged election aspirants to not turn the filing of COCs into a "circus."

Jimenez said the goal of the poll body's preparations for the filing period is to ensure orderly proceedings. — Anna Felicia Bajo/RSJ, GMA News
