Man apprehended in Yishun when he laid down on the road after getting caught with non-compliant e-scooter

A man believed to be a food deliveryman under Foodpanda was arrested in a rather undignified manner after he was caught riding an electric scooter that was found to have exceeded the maximum permissible weight of 20kg.

Pictures being spread around online depicted an individual purportedly wearing a Foodpanda uniform being seized by Active Mobility Enforcement Officers from the Land Transport Authority (LTA) as well as auxiliary police officers in front of a bus stop near Yishun MRT station. Another picture showed the same man — now topless — handcuffed and sitting on the steps near the bus stop.

LTA has since clarified that its officers had to apprehend the man yesterday morning when he turned “emotional” and reacted oddly after he was caught riding a non-compliant e-scooter. The rules under the Active Mobility Act state that all personal mobility devices cannot exceed the maximum unladen weight of 20kg and the rider’s e-scooter was said to be heavier than that.

According to LTA, the rider “became emotional” and proceeded to lie down on the road when enforcement officers were explaining the offense committed. He had to be restrained temporarily out of safety for himself and other road users until the actual police arrived, LTA stated.

According to the SG Road Vigilante Facebook page, the man that was arrested is the very same Foodpanda rider who was lauded last month for helping an elderly uncle cross a road safely in Yishun.
