Tattoo artist sexually assaulted girl, 15, who asked for free tattoo

SINGAPORE — A freelance tattoo artist fed methamphetamine to a 15-year-old girl who had come to his house for a tattoo and later sexually assaulted her.

Ng Yik Ling, 41, had been smoking methamphetamine before he offered the girl the drug and taught her how to smoke it.

Ng was jailed for two years, 11 months and 265 days on Thursday (25 November) after he pleaded guilty to two counts of sexually penetrating a minor under 16, and one count of possessing methamphetamine.

The victim cannot be named as her identity is protected by a gag order.

Ng was a freelance tattoo artist who worked from his flat in Hougang.

A friend of the victim had brought her to Ng’s house on 15 September last year, as the victim had wanted to get free tattoos.

At the house, the victim’s friend got her tattoo and left the unit, leaving the victim alone in a room with Ng. While smoking methamphetamine, Ng began tattooing the victim. He offered the drug to the victim and taught her how to smoke it using his utensils he had.

Out of curiosity, the victim took four puffs of the drug. She then lost her focus, even though she remained conscious.

After completing part of the tattoo, Ng pushed the girl onto the bed and kissed her lips. He then removed his clothes and sexually assaulted the victim.

The victim left the house with her tattoo only partially completed.

She returned to Ng’s house on 21 September last year to finish her tattoo, sitting on his bed. After he finished the tattoo, Ng kissed the victim and then asked her to perform a sexual act on him. She did so.

A week later, the victim told her school teacher that she regretted engaging in sexual acts with Ng. Her teacher called her parents and the victim lodged a police report.

The police arrested Ng at his flat on 1 October last year. Police officers seized the drug utensils and a bottle continuing 15.8g of liquid. The latter was analysed and found to contain no less than 0.03g of methamphetamine, which is a controlled drug under the Misuse of Drugs Act.

Ng was on a remission order from 21 September 2019 to 17 August 2021 when he reoffended and was given the enhanced jail term along with his latest jail term.
