Man hangs out Manhattan high-rise before being arrested
A man hung halfway out a 31st-floor window of a Manhattan luxury high-rise as onlookers watched below in disbelief. Federal authorities were serving an arrest warrant when the incident took a scary turn. NBC’s Gabe Gutierrez has the details.
