Outrage over elementary students handcuffed in class
Federal data from the most recent school year available shows 715 students fifth grade or younger were arrested at school. A CBS News analysis found Black and disabled elementary students were disproportionately more likely to be arrested than White students or those with no disability. Stephen Stock reports.
