Bang Bang tweeted a "thank you" to Bieber for drawing a permanent, cartoonish picture of a giant-eared mouse flexing its muscles with the word "swaggy" written alongside its arm on the tat pro's leg. But the Daily News reports that it's illegal to give tattoos without a license, and that the salon got a citation from the Health Department in 2009 when Rihanna tried her hand at the art of the ink on a few employees.
