Biden has pledged to nominate a Black woman to the nation’s top bench, and putting his vice president forward could clear the way for a new running mate in 2024. Picking Harris could set up a wild confirmation vote, in which the vice president could potentially cast the deciding vote if senators delivered a 50-50 split.
