A Christian pastor who preaches that Covid-19 is a 'hoax' designed to usher in a 'new world order' has been charged with incitement.

Revival Church leader Paul Furlong, 53, was arrested on Sunday morning after 50 of his devoted worshippers held an anti-lockdown protest at Narre Warren oval, in Melbourne's southeast.

Days earlier, Furlong posted a video on Facebook declaring he had chosen to 'obey God over man' and that his church would open for Sunday service in breach of Victoria's seven-day lockdown.

'My church is open. I've said I would not shut the church again. This Sunday at 10am, my church the Revival Church in Narre Warren… we are open for worship,' Mr Furlong said in the clip on Thursday.

Victoria is in the middle of its fourth stage three lockdown as Melbourne battles a coronavirus outbreak, now at 54 cases after 11 new infections emerged on Monday.

Under stay-at-home orders, Victorians can only leave their homes for five essential reasons with restaurant dining and public gatherings among many banned activities.

But Furlong told his flock there is no 'proof' Covid exists, calling it a 'plan-demic'.

'It's just a cold. We know that there is no scientific proof that Covid exists,' he said.

'It is the biggest fear-mongering hoax of the media, of power giants and the big boys to bring in a one world government and a one-world agenda.

'C'mon, wake up people. Stand up for your rights.'

Several conspiracy theories claim a group of powerful elites is exploiting Covid in an effort to establish a new world order and a global government.

Believers of these conspiracies often assert that the coronavirus pandemic, which has claimed the lives of about 3.5 million people worldwide, is being used to highlight the need for cross-border governance.

About 50 of Furlong's supporters stormed Narre Warren oval on Sunday to protest the state's stay-at-home orders.

Police stood by while the group gave speeches and later ordered them to leave.

One man was arrested after being forced to the ground by police, who later issued five infringement notices for breaching the chief health officer's directions.

Furlong was charged with incitement and breaching bail.

He was placed on remand and will appear at Frankston Magistrates Court on June 10.

The preacher was also fined in February after more than 50 people attended one of his indoor church services - breaching Covid capacity rules.

Last year Victoria endured one of the world's strictest lockdowns, with citizens under lockdown for 112 consecutive days.

A growing number of residents are growing increasingly angered by the latest round of imposing restrictions.

Victoria Police also made 14 arrests and issued 55 fines worth $1,652 each after 150 people gathered in the CBD on Saturday to protest against the state's latest shutdown.
