Victorian police officers may have fabricated over a million breath-tests an apparent attempt to fool productivity checks, it has been revealed.

The investigation into the falsification of the tests has led to the Transport Accident Commission suspending up to $4 million in funding for the force until the scandal is resolved.

In the last three years, around $12 million in funding have been made available to police to use the funds for specific purposes.

But the numbers could be four times higher, according to new revelations by The Herald Sun.

Victoria's acting police chief, Wendy Steendam last week admitted hundreds of officers might have been involved in faking the results.

The acting police chief suspects drugs tests were also affected and said quotas could be to blame for the falsification.

It is believed a whistleblower had come forward about Victorian Police's breath-test rort.

When claims of police officers cheating the tests emerged late last year, an audit of more than five years of tests by the force's Professional Standards Command found 258,463 out of 17.7 million, or 1.5 per cent, had been falsified.

The Independent Broad-based Anti-corruption Commission is supervising over the inquiry into the scandal.

The former Victorian police chief commissioner, Neil Comrie is overseeing the investigation to learn why and prevent it in the future.

A Victoria Police spokesman said on Sunday that the force is 'determined to get to the bottom of the issue and strengthen procedures.'

Other police jurisdictions have also experienced scandals involving fake breath tests. In Ireland, 1.9 million tests were faked in eight months.
