Victorian police are also appealing to the public for help in identifying the woman and how she came to her tragic death.

Homicide detectives don't know if the woman was sexually assaulted before she was murdered or who she is but the body has now been removed from the scene and a post-mortem will be conducted.

Assistant Commissioner Luke Cornelius lamented the violence being perpetrated by men against women.

"This is about men's behaviour. This is not about women's behaviour," he told reporters.

"For me as a man, it gives me pause for reflection."

Police declined to say how old the victim was or how she died.

Asst Comm Cornelius said locals could expect to see an increased police presence in the area as they hunt for a suspect.

"We are bringing as many resources as we can, so we can return this park to the community," he said.

Homicide detectives are scouring the scene and are calling for the public to help.

"If it's the most miniscule piece of information, please contact Crime Stoppers," homicide detective Andrew Stamper said.

Police are preparing for a line-search, but a forecast of rain in Melbourne may complicate that process.

Media and the public have been asked to keep away from the crime scene as police investigate.
