Via Rail representative says charging passengers for food on stuck train was “a failure”
Responding to questions from Conservative MP Mark Strahl, Via Rail chief customer officer Rita Toporowski says it's protocol to provide free “emergency snacks and water” after a 45-minute delay and charging for food goes against what they “normally would have done.”
