The outline of an independent review of Wellington's bus network has been revealed.

Regional councillors called for the review after a public backlash to the problem-plagued new system.

The terms of reference for the review say the planning and management behind the transition to a new bus network will be probed.

The review will focus on the implementation of the network, governance, consultation, and communication.

How the network is working and fare changes will also be looked at.

The draft report of the review first stage at the end of November will be presented to a meeting in December.

A second stage will look at the network design and timetables, the bus fleet, and fare policies.

The Wellington Regional Council has held a series of meetings around the city since the new network was introduced in July. Many of those who attended voiced their opposition to the 'hubbing model', where bus routes connect up at main bus stops and many passengers have to take multiple buses to get to their destination.
