Filipino journos "concerned" over NTC awarding ABS-CBN frequencies to "Duterte allies"; ABS-CBN broadcasters still optimistic

"As former frequencies assigned to Duterte allies, our call remains Laban Kapamilya." 

Ito ang pahayag ng National Union of Journalists of the Philippines (NUJP), o grupo ng Filipino journalists na naglalayong ipaglaban ang free press at protektahan ang kaligtasan ng mga mamamahayag. 

Nabahala ang NUJP sa desisyon ng National Telecommunications Commission (NTC) na igawad ang ABS-CBN frequencies sa tinagurian ng grupo na "allies" ni Pangulong Rodrigo Duterte.

Partikular daw rito ang Advanced Media Broadcasting System Inc. (AMBS) at Sonshine Media Network Inc. (SMNI). 

Kahapon, January 25, 2022, inanunsiyo ng NTC na binigyan nito ng "provisional authority" ang AMBS na magamit sa operasyon ang Channel 16, na dating digital TV frequency ng ABS-CBN. 

Binigyan din ng NTC ng "temporary" permit ang AMBS na gamitin ang Channel 2, na dating analog TV frequency ng ABS-CBN. Para raw ito sa "simulcast purposes" sa digital TV. 

Ang AMBS ay pagmamay-ari ng bilyonaryo at dating senador na si Manny Villar. Ang misis ni Manny na si Cynthia Villar ay incumbent senator.

Ang anak nilang si Mark Villar ay tumayong cabinet member o secretary ng Department of Public Works and Highways (DPWH), sa ilalim ng administrasyon ni Pangulong Duterte.

Nag-resign si Mark nang siya ay kumandidato bilang senador, sa ilalim ng ticket ng PDP-Laban, para sa 2022 elections. 

Ang kapatid ni Mark na si Camille Villar ay incumbent representative ng Las Piñas City. Isa si Camille sa 70 kongresista na bumoto na hindi ma-renew ang franchise application ng ABS-CBN.

OTHER ABS-CBN FREQUENCIES

Ngayong Miyerkules, January 26, 2022, inanunsiyo ng NTC ang iba pang kumpanyang ginawaran ng frequencies na gamit ng ABS-CBN. 

Ang Channel 23—na dating Studio 23 at Sports+Action (S+A) ng ABS-CBN—ay iginawad ng NTC sa Aliw Broadcasting Corporation.

Ang Aliw Broadcasting Corporation—na nagpapatakbo ng radio stations na DWIZ at Home Radio—ay pagmamay-ari ng namayapang negosyanteng si Antonio Cabangon-Chua. 

Ang ALC Group of Companies ni Cabangon-Chua ang may-ari rin ng broadsheet na Philippine Business Daily Mirror at Nine Media Corporation na nagpapatakbo ng CNN Philippines. 

Sa kabilang banda, ibinigay naman ng NTC ang Channel 43 sa Sonshine Media Network Inc. (SMNI), kumpanyang pagmamay-ari ni Pastor Apollo Quiboloy. Si Quiboloy ay kilalang spiritual adviser ni Pangulong Duterte. 

Ang Channel 43 ay dating assigned sa AMCARA Broadcasting Network, na  mayroong blocktime agreement sa ABS-CBN, na nag-ere rito ng digital broadcast para sa ABS-CBN TV Plus. 

NUJP'S STATEMENT

Nangangamba ang NUJP o grupo ng Filipino journalists sa "dire implications" ng paggawad ng frequencies sa media entities na may kaugnayan sa "political clans."

Narito ang opisyal na pahayag ng NUJP ngayong January 26, 2022:  

"As allies of ABS-CBN's media workers in the campaign to keep the network on the air, the National Union of Journalists of the Philippines is concerned over the assignment of its former frequencies to Villar-linked Advanced Media Broadcasting System Inc. 

"According to reports, it is unclear how the National Telecommunications Commission checked Advanced Media's capability to operate a TV network and the "traditional public selection process" was not conducted.

"As regulatory processes can be used against perceived critics, they can also be used to favor allies like the powerful Villar family, which has a member in the legislative branch and, until last year, one in the president's Cabinet.

"Other frequencies previously used by ABS-CBN have been assigned to Aliw Broadcasting Corp. and to Sonshine Media Network Inc.

"These networks are perceived to be friendly to government and to one presidential aspirant.

"We are concerned at the concentration of power in a corporate media landscape already dominated by conglomerates and political clans.

"This has dire implications on the people's right to relevant information especially during times of crisis." 

Sa kabilang banda, umaasa pa rin ang NUJP na hindi magiging hadlang ang development na ito para sa patuloy na laban ng ABS-CBN na ma-renew ang lisensya para sa prangkisa nito. 

"NUJP recognizes that new networks could mean new jobs for media workers but we hope that the assignment of its former frequencies will not be another hindrance to getting ABS-CBN back on air and laid-off colleagues back at their jobs.

"We hope as well that the entry of new TV networks will mean more sources of information and reliable news instead of content catered to serve its owners' political and business interests," dagdag na pahayag ng NUJP. 

ABS-CBN BROADCASTERS' REACTIONS

Sa kabilang banda, nananatiling positibo ang ilang ABS-CBN broadcasters na nagpaalala na solid Kapamilya sila sa kabila ng kawalan ng prangkisa.

Ito ay sa gitna ng paggawad ng dating frequencies ng Kapamilya Network sa iba-ibang media entities.

Ipinost ng ABS-CBN news reporter na si Jeff Canoy ang litratong kuha sa rally noon ng ABS-CBN supporters. 

Makikita sa litrato ang placard na nagsasabing "Hanggat may KAPAMILYA may PAGASA."

Ang caption ni Canoy ay red, green, at blue heart emojis na sumisimbolo sa kulay ng ABS-CBN.

Ang ABS-CBN News reporter na si Jeff Manahan ay naalala ang mensahe ni ABS-CBN President Carlo Katigbak na hindi frequency ang magde-define sa ABS-CBN. 

"Tayo ang ABS-CBN," tweet ni Manahan kalakip ng "#LabanKapamilya." 

Sinamahan niya ito ng artcard na may litrato ni Katigbak. 

Noong May 2021, pinalakas ni Katigbak ang loob ng mga Kapamilya sa kabila ng kawalan nila ng prangkisa. 

Sabi ng pinuno ng ABS-CBN: "ABS-CBN is not our franchise, it's not our transmitters, it's not our studios.

"ABS-CBN is found in the heart of every Kapamilya that chooses to serve the Filipino. ABS-CBN is you.

"And for so long as the passion to serve burns brightly in you, ABS-CBN will continue to be alive and well."

Ni-repost naman ni Karen Davila ang tweets nina Canoy at Manahan. Si Davila ay news anchor ng TV Patrol sa Kapamilya Channel at Headstart ng ANC, na ABS-CBN-affiliated cable channel. 

"Ang puso ko," komento ni Davila sa tweet ni Canoy. 

Sa post ni Manahan, sabi ni Davila, "God works in mysterious ways. Who knows what may come of this?"

Sa kasalukuyan, ang ilang programa ng ABS-CBN ay umeere via blocktimer agreement sa A2Z at TV5. 

Umeere rin ang mga programa ng ABS-CBN sa Kapamilya Channel o ABS-CBN-affiliated cable channels, sa Kapamilya Online Live via Facebook at YouTube, at digital streaming platform ng ABS-CBN na iWantTFC, at The Filipino Channel sa cable.

May partnership din ang ABS-CBN sa online streaming sites tulad ng WeTV iFlix, iQiyi, at VIU para sa ilang mga piling content.
