Major drug-trafficking organization dismantled in Western Maryland, according to police

A major drug-trafficking organization comprised of Bloods street gang members has been dismantled in Western Maryland, according to police.  

Authorities say the group was responsible for the distribution of fentanyl, heroin, and cocaine, as well as the trafficking of firearms from New York to Allegany County.  

The sting dubbed "Operation Blood Clot"  was a year-long investigation that resulted in the arrest of drug kingpin Juerbar Otis Thomas, 43, of Cumberland, and 20 co-conspirators.  Thomas was indicted on 64 drug-related offenses.

During a May 25 bust involving several addresses in Cumberland, Md. and Frostburg, Md., authorities seized more than 1,200 grams of fentanyl with a street value of $192,000, more than 99 grams of heroin with a street value of almost $16,000, and more than 475 grams of cocaine with a street value of more than $47,500. 

13 firearms were also seized.  

Investigators say they developed sufficient evidence to charge Thomas as the organizer, supervisor, and manager of the drug-trafficking organization, and say he got the drugs from Bronx, New York, and disturbed them around Western Maryland and the eastern panhandle of West Virginia.  

Thomas is behind held without bond in Allegany County.  The 20 individuals also indicted by an Allegany County Grand Jury are: 

  • Byron Jamar Simms, Frostburg, MD – 30 counts of drug and firearm-related offenses
  • Anthony Robert Joyner, Cumberland, MD – 12 counts of drug and firearm-related offenses
  • Raymond William Seabrook, Cumberland, MD – 43 counts of drug and firearm-related offenses
  • Akosua Denise Seabrook, Cumberland, MD – 29 counts of drug and firearm-related offenses
  • Jakela Tonice Watkins, Cumberland, MD – One count, drug-related offense
  • Leonard Wayne Metzner, Cumberland, MD – Three counts of drug-related offenses
  • Mark Feodor Smith Sr., Cumberland, MD – One count of a drug-related offense
  • Michelle Beth Kline, Cumberland, MD – One count of a drug-related offense
  • Sandra Diane Rust, Bedford, PA – Six counts of drug-related offenses
  • Reginald Murray, Cumberland, MD – One count of a drug-related offense
  • Shane Lee York, Cumberland, MD – Two counts of drug-related offenses
  • Shawn Alan Mullaney, Cumberland, MD – One count of a drug-related offense
  • Stephanie Ann Blickenstaff, Cumberland, MD – One count of a drug-related offenses
  • Terry Lee Harris, Keyser, WV – One count of a drug-related offense
  • Alexis Nicol Fisher, Frostburg, MD – Three counts of drug-related offenses
  • Brian Borden, Cumberland, MD – Two counts of drug-related offenses
  • Clayton Shaquille Booker, Cumberland, MD – One count of a drug-related offense
  • Cierra Desiree VanMeter, Cumberland, MD – One count of a drug-related offense
  • David Dean Howe Jr., Bedford, PA – Six counts of drug-related offenses
  • Emily Nicole Mitchell, Cumberland, MD – Two counts of drug-related offenses

Authorities say there were 119 non-fatal and 24 fatal overdoses reported in Allegany County in 2019.  In 2020, the rate of overdoses has increased with 83 non-fatal and 18 fatal overdoses.
