Police in the island community of Sanibel said the hidden camera was discovered inside of a fake fire alarm on July 28, when employees of Sanibel's Public Works Department noticed a new fire alarm had been installed on the wall of the family restroom at Bowman's Beach Park.

After verifying the device had not been installed by Public Works Department staff, police were notified of the situation. Sanibel police obtained a search warrant to check the contents of the device after determining it was not a fire alarm and discovered a video camera inside of it.

After further investigation, police were able to identify Caruso as a suspect and secured a warrant for his arrest on Aug. 9.

Sanibel police said information about this incident was not released to the public earlier in order to prevent the investigation form being compromised.

"The suspect was thought to be moving through various communities in Florida, and our detective was working through the leads quickly with the help of the State Attorney’s Office and the Lee County Sheriff. We had to stay focused on the investigation until he was apprehended," Sanibel police Chief William Dalton said in a statement.

Police have learned that several patrons of Bowman's Beach were recorded while using the family restrooms at the park on July 28. Dalton is asking people who may have used the family restrooms on that date to call Detective John Eicher 239-472-3111.

"We would like to identify victims of this crime so additional charges against the suspect can considered," Dalton said.

Sanibel is a city on an island of the same name, which is near Fort Myers.

Police notified other departments in Southwest Florida so changing areas and restrooms in other jurisdictions could be check for similar devices, authorities said.
