A picture of a security guard sleeping while working the front desk at the Skyline Apartments is raising more concerns about the safety precautions in the 12-story complex. 

Syracuse Police Chief, Kenton Buckner, says the photo of the guard taking a nap with his feet up is a problem. 

"He's not in a position to be able to warn or to fend off someone who's coming in there to do something sinister in the building," says Chief Buckner.

Alpha Security was recently hired by property managers after 93-year-old  Connie Tuori was brutally murdered inside her apartment.

"It's obvious that they've struggle to find people to work in the facility, says Buckner. It's a very difficult environment once you do find someone. None of which gives you the excuse to fall asleep on the job. "

Two months after the new company took over security, a picture of one of their employees asleep on the job surfaced.

The photo is one of many frustrations that are ongoing between the city and the apartment owner, Green National. 

"Their words have said that they want to do better. The behaviors and the conditions of which people are living in that facility don't match what they've been saying," Buckner says.

According to police, officers have been called to the Skyline Apartments 40 times in the last 3 weeks and 400 times since March.  Mayor Ben Walsh, deemed the property unfit for for occupancy July 8th. 

Currently, Syracuse police patrols the complex two days a week. Chief Buckner says he wants an increased presence at the Skyline and has proposed his officers secure the area  4 days a week.

"They've had that agreement for about two weeks now and they have not signed it," he says.

A Skyline representative released the following statement to CNY Central: 

Management was disappointed when receiving the photo. Immediately after seeing the photo we talked to the leadership at Alpha Security who are taking the appropriate steps to address the issue. Management is taking this very seriously and will continue to monitor the situation.
