Two arrested for murder of woman in December bar shooting

COLUMBIA, S.C. (WIS) - Two men have been arrested after a woman was shot and killed at a Richland County bar on Dec. 12, 2021, according to the Richland County Sheriff’s Department.

Malcolm Clinton, 26, and James White, 23, were arrested for her murder.

Joyel T. Snell, 45, of Fort Myers, Fla. was the woman that was killed, according to Richland County Coroner Naida Rutherford.

Deputies responded to 7708 Fairfield Rd. (Felicity’s Bar and Grill) near Oaks Hill Golf Club for reports of a shooting.

They say Clinton and White were seen entering the bar and then returned to the parking lot and got in a vehicle. After they returned, shots were fired from that vehicle into the road.

Snell, an innocent person exiting the bar, was struck in the crossfire.

She was rushed to a local hospital by EMS and later died there from the injuries she sustained.

White has been charged and released on bond for a handful of incidents prior to his recent arrest.

One of those occurred in March of 2021 when he was arrested after deputies conducted a traffic stop and he fled, leading them on a short pursuit. He was released on a PR bond for this incident.

Less than two weeks later -- he was arrested again after deputies located him after a shooting.

He was given several weapons charges, a $15,000 surety bond, and was released again.

“This is a prime example of what I recently spoke about concerning the 32 murders in 2021,” said Sheriff Leon Lott. “We have violent people being arrested, released and they continue to commit crimes. The only way to protect our communities is to keep them locked up.”

His most notable charge came after a club shooting at the Hookah Lounge on Broad River Road in May of 2021.

He shot a security guard in the upper body. The guard survived the gunshot wound.

He was granted a $175,000 surety bond and was charged with the attempted murder of that security guard.

“White shot a security guard doing his job, was arrested and bonded out,” Lott added. “Six months later he shoots and kills an innocent person. Our community needs help.”

Lott continued to stress the significance of keeping these individuals locked up... for good.

“The concept of catch and release is not working,” Lott stressed. “We are doing our part in solving crime and making arrests. We need help in keeping them off the streets.”
