Much of Northeast under state of emergency as torrential rain, flooding plague area

Torrential rain drenched the tri-state area and southern New England, causing dangerous flooding and prompting water rescues. For New York City, the storm total rainfall is expected to be close to 4 inches. Should that come to fruition, it will be nearly a month's worth of rain in 24 hours.
