Rochester community outraged over police pepper spray incident
Video shows Rochester police accusing a Black woman of shoplifting and wrestling her to the ground when she tries to flee. The officers then use pepper spray, handcuff her and forcefully take away her 3-year-old child. One of the officers involved is on administrative leave.
