Ankeny store owner arrested for selling CBD products while unlicensed

A CBD business owner in Ankeny was arrested Wednesday after she allegedly sold cannabidiol while unlicensed by the state.

Lacie Navin, 33, of Des Moines, was arrested around 1:40 p.m. by Ankeny police at her business, Your CBD Store, at 833 E. 1st St., said Lt. Heath Osberg, spokesperson for the Polk County Sheriff's Office. She was released around four hours later.

Navin is charged with two counts of controlled substance violation and unlawful substance tax requirement.

Your CBD Store was investigated after a complaint was made to Polk County regarding several businesses, Osberg said. 

The Mid-Iowa Narcotics Enforcement Task Force, which is made up of law enforcement agencies across central Iowa, investigated several businesses over a couple weeks, but Navin was the only business owner who has been arrested so far, Osberg said.

Typically when an arrest is made, any products or money tied to the investigation is seized by law enforcement, Osberg said.

Despite the growing amount of CBD stores in the Des Moines metro and the passage of the 2018 federal Farm Bill and the Iowa Hemp Act, cannabidiol — better known as CBD oil — is still illegal for most people in Iowa.

Until the U.S. Department of Agriculture approves the state's hemp plan, CBD oil at this moment is still a controlled substance and the possession or sale of it could result in criminal charges.

The only oral CBD oil in the state that is available legally is through one of the five licensed dispensaries and only for people with state-issued registration cards.

Fewer than 1,500 people in Iowa have one of these licenses.
