An emergency alert sent about 8:30 a.m. warned people to avoid the area and expect traffic delays, road closures and emergency personnel.

By about 9 a.m., however, an NYPD spokesperson said the package had been deemed non-threatening, adding that police were clearing the area. The MTA also tweeted that downtown M7, M20 and M104 buses had resumed making normal stops after being rerouted by NYPD activity.
