Firefighters were able to evacuate residents and rescue two dogs. Three people were treated by paramedics at the scene and released.

Three units suffered severe fire damage and another seven units had smoke and water damage.

The Red Cross said they assisted 10 families -- 31 people -- with needs for temporary lodging, food, clothing, health and personal care items and other essentials.

Gwinnett fire investigators determined that the building did have smoke detectors and one resident tried to extinguish the flames when the fire first broke out.

Investigators determined the fire was caused by improper storage of flammable liquids near a hot water heater.
