California issues new stay-at-home order linked to ICU capacity

California Gov. Gavin Newsom announced that specific areas in the state will be under a stay-at-home order. Newsom said this is to prevent people from gathering with others outside of their household as coronavirus cases surge. The regions with restrictions are where the ICU capacity is falling below 15% and will be mandated for three weeks.
