Maryland under state of emergency after flooding

Heavy rain flooded many parts of Maryland Sunday, especially Ellicott City, washing away cars and leaving behind extensive damage, prompting Gov. Larry Hogan to declare a state of emergency for all of Maryland. Ellicott City again was flooded throughout Main Street and the surrounding area due to slow-moving storms. Howard County Executive Allan Kittleman said Sunday's flooding was worse than the flooding in 2016.
